TIPS/TAPS originated in 2002 by the Region 8 Education Service Center in Mount Pleasant, Texas. The TIPS/TAPS purchasing cooperative was created to serve public and private school districts, colleges and universities, federal, state, county and city municipalities. It was created to provide substantial savings and best value for participating educational entities or public agencies through cooperative purchasing practices.
